Increases the threshold for mandatory cash refunds on gift card balances from three dollars to five dollars, effective October 1, 2018.

Requires merchants accepting gift cards as payment to provide a cash refund for remaining balances upon customer request if the balance is less than five dollars.

Amends section 42-461(c) of the general statutes.

Applies to all purchases made with gift cards where the remaining balance falls below the five-dollar threshold.
