Establishes Department of Emergency Services and Public Protection procedures to verify sexual offender registry members' residence addresses every 90 days by mailing a nonforwardable verification form requiring the registrant's signature.

Requires local police or state police to conduct in-person residence verification for registrants in towns with multi-office mail delivery or addresses without residential mail delivery service.

Authorizes police to seek arrest warrants for registrants who fail to return the verification form or provide false information.

Permits the department to suspend registry verification requirements for registrants who are incarcerated, civilly committed, or residing outside Connecticut, but requires reinstatement upon release or return to the state.

Effective date of October 1, 2018 for all amendments to sections 54-257 and 54-258 of the general statutes.
