Amends the Alvin W. Penn Racial Profile Prohibition Act to allow municipalities to require police officers to record traffic stop information and provide written receipts to vehicle operators, even when no citation, warning, or arrest is made.

Standardized traffic stop recording method must include date, time, location, officer identifying information, operator demographics (race, color, ethnicity, age, gender), violation details, stop disposition (warning/citation/search/arrest), and other appropriate information.

Requires notice be given to stopped individuals explaining they may file a complaint if they believe the stop was based solely on race, color, ethnicity, age, gender, sexual orientation, religion, or membership in another protected class, unless officer must leave to respond to emergency.

Municipalities may adopt the receipt requirement by majority vote of their legislative body for all traffic stops made by local police departments.

Effective date is October 1, 2018.
