Establishes a task force to study whether jury selection processes result in a fair cross-section of the community being summoned and appearing for jury duty.

Task force may collect statistics on jurors, analyze jury data, review selection procedures from other jurisdictions, and conduct related research.

Task force membership includes 11 positions: Chief Court Administrator, Chief State's Attorney, Chief Public Defender, Attorney General, Jury Administrator, Connecticut Bar Association president, presidents of four minority bar associations, and deans from UConn, Quinnipiac, and Yale law schools.

Appointments must be made within 30 days of the effective date, with the first meeting scheduled within 60 days.

Task force must submit findings and recommendations to the judiciary joint standing committee by July 1, 2019, with recommendations potentially including statutory changes to improve juror array representativeness.
