Adds definition of "health equity data" to include demographic information such as race, ethnicity, primary language, age, gender, socioeconomic position, sexual minority status, disability, homelessness, and geographic data relevant to health equity considerations.

Requires the state-wide health information technology plan to enhance the ability to collect and utilize health equity data to improve health outcomes.

Establishes standards for collection, storage, and usage of health equity data that include provisions for security, privacy, data content, structures, format, and vocabulary.

Mandates that health equity data standards be compatible with national data standards for interstate interoperability and permit collection in standard electronic formats.

Takes effect July 1, 2018, and amends General Statutes Section 17b-59a regarding health information technology standards.
