Adopts the Interstate Compact to Elect the President by National Popular Vote, allowing any state or the District of Columbia to join by enacting this agreement.

Each member state shall conduct a state-wide popular election for President and Vice President, with the chief election official determining the national popular vote total across all member states.

Presidential electors in member states shall be appointed to the slate with the largest national popular vote total, rather than the winner of that state's popular vote.

The compact takes effect when states cumulatively possessing a majority of electoral votes (270 votes) have enacted and activated the agreement.

Member states may withdraw from the compact, except withdrawals within six months of the end of a President's term shall not take effect until the next President or Vice President is qualified; the compact terminates if the electoral college is abolished.
