Expands same-day voter registration to include primary day registration, allowing voters to register and enroll in a political party on the day a primary is held.

Requires registrars of voters to designate locations for processing primary day registration applications with access to the state-wide centralized voter registration system.

Establishes procedures for primary day registration applicants to appear in person, provide identification and proof of residence, and declare under oath they have not previously voted in that primary.

Applies same custody, control, and counting procedures used for absentee ballots to primary day registration ballots.

Requires registrars to send registration confirmation notices by first class mail to applicants admitted as electors on primary day, with follow-up action if notices are returned undelivered.
