Establishes definitions for short-term rental properties (dwelling units rented for fewer than 30 consecutive nights), operators, platforms, and booking services, effective October 1, 2018.

Requires each municipality to adopt an ordinance or regulation by January 1, 2019, establishing licensing requirements for short-term rental operators.

Mandates short-term rental operators provide municipalities with maximum guest capacity, number of off-street parking spaces, and a signed declaration that the property meets all applicable building codes.

Permits municipalities to regulate operational aspects including hours, dates, zones of use, and may require licensing fees.

Prohibits any person from operating as a short-term rental operator without obtaining a municipal license, effective July 1, 2019.
