Revises section 32-39l(c) regarding innovation place applications to the CTNext board, establishing ongoing application submission procedures and detailed requirements for applications including anchor institutions, transportation infrastructure, and implementation plans.

Changes language in the innovation place master plan requirements from "shall" to "need" not be limited to regarding optional plan components, making those elements discretionary rather than mandatory.
