Information and Telecommunications Systems Executive Steering Committee, in consultation with the Commissioner of Economic and Community Development and Connecticut Economic Resource Center, shall study expanding the state's electronic business portal into a centralized business registration, licensing, and permitting system.

Proposed system shall allow businesses to create a single online account connected to multiple state agencies, register with agencies, apply for and renew licenses and permits, and pay associated fees through one platform.

System shall include a messaging component enabling state agencies to provide businesses with status notifications regarding registrations, licenses, permits, and applications.

Agencies shall maintain separate back-end databases for managing business registrations, licenses, and permits while using the unified portal as a front-end interface.

Committee shall submit a report by January 1, 2019, to the joint standing committees on commerce and government administration detailing system feasibility, involved agencies, estimated costs, and implementation timeline.
