Delays implementation of enhanced staff qualification requirements for early childhood educators from July 1, 2018 to July 1, 2020, and from July 1, 2021 to July 1, 2023.

Requires that beginning July 1, 2020, at least 50% of classroom staff at state-funded early childhood programs hold a bachelor's degree with early childhood concentration, teacher certification with early childhood endorsement, or equivalent credential.

Requires that beginning July 1, 2023, 100% of classroom staff at state-funded early childhood programs meet the enhanced qualifications, with remaining staff holding at least an associate degree with early childhood concentration.

Grandfathers existing employees hired before June 30, 2015 with relevant degrees, prohibiting programs from terminating them to meet new qualification standards.

Directs the Office of Early Childhood to complete an analysis by January 1, 2020 evaluating the effectiveness, implementation, costs, and impacts of the bachelor's degree requirement on educators, providers, and families.
