Department of Energy and Environmental Protection shall make best efforts to review and determine 29 specified types of permit applications within 90 days of receiving a complete application.

Removed automatic deemed approval provision; instead requires the department to identify and notify applicants of any application deficiencies within 90 days unless the applicant grants additional time in writing.

Permit types subject to 90-day review include air permits for radiation use, aquifer protection registration, waste disposal, E-waste manufacturer permits, marine event permits, fishing and hunting licenses, and various state park and boating permits.

Commissioner of Energy and Environmental Protection shall establish a pilot program to expedite permit issuance using up to two licensed environmental professionals or department-certified environmental experts, with authority to set fees for expedited service.

Commissioner retains full authority over permit issuance decisions under the pilot program.
