Allows members of the public to use public restrooms in polling place buildings, except during school hours when schools are used as polling places.

Changes language in election canvassing and notification procedures from "within" to "not later than" specific timeframes (30, 15, 10, 3, and other specified days) for counting votes and notifying elected officials.

Permits nonpartisan activities to be conducted in rooms other than election booth areas, subject to conditions imposed by registrars of voters to maintain orderly voting.

Establishes that tabulators remain sealed for 14 days after elections except for recounts or court orders, with penalties of up to 5 years imprisonment for tampering.

Clarifies procedures for referendum complaints to be filed not later than 30 days after a referendum and allows judges to order recounts or new referenda if errors are found.
