Extends transition services eligibility for special education students from ages 18-21 to ages 14-22, inclusive, aligning with federal Individuals with Disabilities Education Act definitions.

Requires the Department of Education to enter into memoranda of understanding with multiple state agencies (Bureau of Rehabilitation Services, Office of Early Childhood, Departments of Developmental Services, Children and Families, Social Services, and Correction) regarding provision of special education and transition services, with updates every five years.

Mandates that planning and placement teams develop and update annual statements of transition service needs for each child requiring special education, with services available to eligible students ages 14-22.

Requires school boards to provide parents with written copies of the bill of rights for parents of children receiving special education services at initial planning and placement team meetings, along with information on physical restraint and seclusion laws.

All provisions take effect July 1, 2018.
