Directs the executive director of the Office of Health Strategy to study whether Connecticut should create a Medicaid public option that allows persons ineligible for regular Medicaid to purchase coverage.

Establishes a study group consisting of three consumer advocates (appointed by House leaders), three providers including at least one private insurer and two Medicaid providers (appointed by Senate leaders), the Commissioner of Social Services, the Health Care Cabinet chairman, and the Healthcare Advocate.

Requires the study to analyze premium amounts, covered benefits, enrollment periods, provider reimbursement rates, potential federal innovation waivers, copayments/deductibles, program sustainability, sales through the Connecticut Health Insurance Exchange, and naming of any public option.

Authorizes the executive director to hire consultants within available appropriations to assist with the study.

Requires submission of a final report to relevant legislative committees by December 31, 2018, with the study group terminating upon report submission or that date, whichever is later.
