Eliminates the ability to earn good time credits under Section 18-7a effective immediately, replacing the traditional good time system with a new earned risk reduction credit program.

Allows persons who earned good time credits prior to the effective date to use those credits to reduce their sentences and preserves the validity of any releases or parole releases already made based on previously earned credits.

Permits eligible inmates to earn up to five days per month in risk reduction credits through the Earned Risk Reduction Credit Program under Section 18-98e, at the discretion of the Commissioner of Correction.

Excludes from risk reduction credit eligibility persons convicted of certain sex offenses (Sections 53a-54a through 53a-54d, 53a-55, 53a-55a, 53a-70a, 53a-70c, 53a-100aa) and persistent dangerous felony or sexual offenders as defined in Section 53a-40.

Effective date for all changes is upon passage of the bill.
