Court must inquire on the record about victim requests for restitution before sentencing in cases where a person is convicted of an offense resulting in injury or property damage.

Court shall order financial restitution if the offender is convicted of a relevant offense, the victim requests it, and the court finds the victim suffered injury or property damage, considering the offender's financial resources and ability to pay.

Restitution must be based on easily ascertainable damages including actual medical expenses, lost wages, and counseling costs reasonably related to the offense, but excludes compensation for pain and suffering or mental anguish.

Court must issue restitution orders on a form prescribed by the Chief Court Administrator and deliver a certified copy by certified mail to each victim with notice that the order is enforceable as a civil judgment.

Court must retain the original restitution order form as part of the offender's court record and articulate its findings regarding financial resources, ability to pay, rehabilitative effects, and other relevant circumstances.
