Removes reporting requirements for the Connecticut Employment and Training Commission to submit status reports on early college and career certificate programs by January 1, 2018 and September 1, 2018.

Redefines unemployment benefit calculations to use average wage of all workers in the state (effective October 1, 2018) instead of only production and related workers, and changes the measurement period from year ended June 30 to year ended March 31.

Repeals sections 4-124bb and 4-124dd and removes references to those sections from Labor Department authority provisions, consolidating statutory authority under remaining sections.
