Requires the Secretary of the Office of Policy and Management to conduct a study on developing a long-term, comprehensive infrastructure plan using transit-oriented development in municipalities throughout the state.

Secretary must submit a report to the joint standing committee of the General Assembly having cognizance of local government matters by January 1, 2019.

Report shall include study results and recommendations for implementing a transit-oriented development plan.

Becomes effective upon passage.
