Requires the executive director of the Commission on Human Rights and Opportunities (or designee) to review and formally approve, conditionally approve, or disapprove affirmative action plans within 60 days of submission.

Plans are deemed approved if the executive director fails to act within the 60-day period.

Applies to contractors with 50+ employees awarded public works contracts, municipal public works contracts, or quasi-public agency contracts exceeding $50,000 in any fiscal year.

Replaces references to "the commission" with "the executive director or the executive director's designee" throughout relevant statutes to clarify authority and expedite the approval process.

Effective October 1, 2018.
