Amends Section 10 of Special Act 77-98 to allow shortened public hearing notice periods during emergencies, reducing the requirement from 20 days to 7 days when authorized by the representative policy board chairman.

Defines "emergency" as situations where contract delays may threaten public safety or property, immediate action is needed to respond to natural disasters or hostile action, or immediate action is necessary to protect the authority's information systems and infrastructure.

Requires emergency hearing notices to be published in newspapers with general circulation in district cities and towns, or through electronic media including the authority's website if no suitable newspaper exists.

Maintains existing requirements for written decisions to be published within 30 days and allows multiple hearings in suitable locations within the district to ensure public participation.
