Establishes a Chief Data Officer position within the Office of Policy and Management to direct executive branch agency data management, facilitate data sharing between agencies and the public, and create a biennial state data plan.

Requires each executive branch agency to designate an agency data officer, conduct annual inventories of high-value data, and develop open data access plans for publishing public data in an online repository maintained by the Office of Policy and Management.

Creates the Connecticut Data Analysis Technology Advisory Board with eight appointed members experienced in data analysis/management and nine ex-officio members to advise on data policy and best practices.

Allows executive branch agencies to suspend paper filing requirements and establish electronic filing systems for formal and informal proceedings, with hardship exemptions available for persons lacking access to electronic filing capability.

Requires towns to transmit digital parcel files containing property assessment information to their regional council of governments annually by May 1, 2019, with councils reporting non-compliant towns to the state by July 1.
