Restructures expenditure limitations for candidate committees in the Citizens' Election Program by reorganizing regulatory subsections from (A), (B), (C) format to (1), (2), (3), (4) format.

Maintains existing spending limits tied to qualifying contributions, personal funds, and campaign grants for primary and general election campaigns.

Adds new expenditure cap limiting payments to entities owned in whole or in part by immediate family members of General Assembly members to $1,000 in the aggregate.

Defines "immediate family" as the spouse or a child of an individual for purposes of the expenditure limitation.

Takes effect upon passage and amends General Statutes Section 9-702(c).
