Allows candidates to personally deposit contributions into their candidate committee's designated depository account, provided the deposit occurs within 20 days of receiving the contributions.

Maintains the existing requirement that committee treasurers deposit all contributions within 20 days of receipt, except as allowed under the new candidate deposit provision.

Requires treasurers of political or party committees making in-kind contributions to other committees to provide written notice before the close of the reporting period, signed and including the contribution date, description, and value.

Designates the recipient committee's treasurer to resolve any disputes regarding in-kind contribution notices, without limiting the State Elections Enforcement Commission's authority.

Takes effect immediately upon passage and amends section 9-606(a) of the general statutes.
