Limits participating candidates in the Citizens' Election Program to a maximum contribution of $250 in the aggregate to party committees using their personal funds.

Makes candidates without an opponent in the general election ineligible to receive general election campaign grants from the Citizens' Election Fund.

Permits unopposed nominated candidates to receive additional contributions up to 30% of the applicable general election campaign grant amount if they become ineligible for grants.

Allows replacement candidates nominated after a candidate dies, withdraws, or becomes disqualified to receive grants without meeting qualifying contribution requirements if they certify intent to abide by expenditure limits.

All changes are effective January 1, 2019.
