Clarifies the definition of "executive sessions" to specify that discussions about public officers or employees may be held in open meetings if the individual requires it, and revises language regarding litigation involving agency members.

Updates the definition of "governmental function" to clarify that it does not include the mere provision of goods or services without delegated responsibility to administer or manage a public agency program.

Modifies the timeline for public agencies to deny records requests from "within four business days" to "not later than four business days after receipt of" the request, and similarly adjusts the ten business day timeline for complex requests.

Grants the Freedom of Information Commission standing to defend, appeal, and participate in litigation regarding its decisions, and permits courts to conduct in camera review of records during appeals.

All provisions become effective October 1, 2018.
