Reduces Commission on Women, Children and Seniors membership from 63 to 21 members effective July 1, 2018

Each of seven appointing authorities (Speaker, President Pro Tempore, Majority/Minority Leaders of both chambers, and joint appointment) appoints 3 members instead of 9, with one member each having expertise in women's issues, children/family issues, and elderly persons' issues

Members appointed before July 1, 2016 remain until term expiration or June 30, 2018, whichever occurs first; new appointments follow the reduced structure starting July 1, 2018

Maintains requirement for geographic representation across state regions (central, northeastern, southeastern, northwestern, and southwestern)

Preserves three policy divisions focused on women, children/family, and elderly persons, with 2-year terms and executive director staffing through the Joint Committee on Legislative Management
