Prohibits parking in spaces equipped with public electric vehicle charging stations unless the vehicle is a plug-in hybrid electric vehicle or battery electric vehicle.

Allows charging station owners to restrict the amount of time vehicles may be charged at a station.

Establishes that violations of the parking prohibition constitute an infraction.
