Commissioner of Correction shall develop a vocational program in collaboration with the Labor Commissioner and Commissioner of Consumer Protection, effective July 1, 2018.

Program designed to enable incarcerated individuals to attain apprenticeship positions in skilled trades upon release and immediately qualify for apprenticeship programs through the Labor Department's office of apprenticeship training.

Vocational training offered in automotive trades, barbering, building and construction trades, culinary arts, light and power trades, machine tool metal and plastic trades, press operator, service trades, and technician trades.

Commissioner of Correction may accept gifts or bequests to support the program and must consult with Consumer Protection Commissioner to align program design with state vocational licensing and certification requirements.

Commissioner of Correction must report annually to relevant joint standing committees on program status starting January 1, 2019, including identification of barriers to full implementation.
