Repeals and replaces Section 8-37t of the general statutes concerning the state's consolidated plan for housing and community development.

Requires the Commissioner of Housing, in consultation with the Connecticut Housing Finance Authority, to prepare the consolidated plan in accordance with 24 CFR Part 91.

Mandates the consolidated plan set forth the state's housing development and housing resource allocation goals for affirmatively furthering fair housing under 42 USC 3608(e)(5).

Requires the plan to report on progress made toward fair housing goals over the previous five years.

Takes effect upon passage.
