Requires individuals manufacturing or assembling firearms to obtain a unique serial number from the Department of Emergency Services and Public Protection and engrave it on the firearm in compliance with federal standards.

Prohibits manufacture or assembly of polymer plastic firearms unless the plastic contains at least 3.7 ounces of stainless steel material and is properly serialized.

Mandates that individuals notify the Department of Emergency Services and Public Protection within 30 days of completing firearm manufacture or assembly, providing identifying information about the firearm and owner.

Prohibits individuals from transferring self-manufactured firearms to others, except for delivery to law enforcement agencies which must destroy the firearms.

Makes violations a Class C felony with a mandatory minimum two-year sentence and $5,000 fine, with forfeiture of the firearm; effective October 1, 2018.
