Prohibits law enforcement officers and school police from detaining individuals based on civil immigration detainers or administrative warrants unless accompanied by a judicial warrant, effective October 1, 2018.

Restricts law enforcement from expending resources to communicate with ICE about custody or release status, arrest individuals on immigration warrants, provide ICE interview access, or perform immigration enforcement functions.

Requires law enforcement to provide individuals with written consent forms in their primary language before ICE interviews and notify affected individuals of any ICE requests and the agency's compliance decision.

Establishes protections for confidential information (immigration status, sexual orientation, victim status, financial records) that may only be disclosed to ICE with written consent, for terrorism investigations, or when legally required.

Mandates municipalities report monthly to the state on demographic data and resources expended related to ICE access, and requires training for all affected law enforcement agencies on these requirements.
