Amends section 53a-123 to add protection for persons with intellectual disability as victims of larceny under the second degree charge.

Adds a new category (B) to larceny in the second degree: property obtained by embezzlement, false pretenses, or false promise where the victim is known and intended by the person to be a person with intellectual disability, as defined in section 1-1g.

Maintains existing protections for larceny victims who are sixty years of age or older, conserved persons, blind persons, or physically disabled persons.

Classifies larceny in the second degree as a class C felony.

Effective date is October 1, 2018.
