Requires inmates to successfully complete eligible programs and activities (not just participate) to earn risk reduction credits, effective October 1, 2018.

Mandates inmates fully adhere to their offender accountability plan as a condition for earning risk reduction credits.

Requires automatic loss of all earned risk reduction credits if an inmate tests positive on a drug test.

Allows commissioners to forfeit all or a portion of earned credits for failure to adhere to accountability plans, other misconduct, insubordination, or refusal to participate in recommended programs.

Permits commissioners to deduct forfeited credits from future credits earned if an inmate has not accumulated sufficient credits at the time of the loss order.
