HB 5548 - Inmate Furloughs

• Repeals and replaces Section 18-101a of general statutes, effective October 1, 2018.

• Allows the Commissioner of Correction to grant furloughs to inmates for up to 45 days to visit dying relatives, attend funerals, obtain unavailable medical services, contact employers, or for other compelling rehabilitation reasons.

• Restricts furloughs for inmates serving sentences for serious felony offenses (as defined in Section 54-82t) to only medical services not otherwise available.

• Maintains that inmates who fail to return from furlough are guilty of escape in the first degree.
