Repeals and replaces Section 8-12 of the general statutes effective October 1, 2018 to clarify court authority in zoning enforcement actions.

Authorizes officials with jurisdiction to institute actions to prevent unlawful zoning violations and to issue cease and desist orders (immediately effective for grading, earth removal, and soil erosion/sediment control violations).

Establishes criminal penalties of $10-$100 per day for violations, or $100-$250 per day plus up to 10 days imprisonment per day (maximum 30 days) if the violation is willful.

Imposes civil penalties up to $2,500 payable to the municipality for failure to comply with orders within 10 days, or for continuing violations.

Adds a minimum criminal fine of $1,000 that the Superior Court may impose in addition to civil penalties for zoning regulation violations.
