Prohibits use of devices that transmit unsolicited recorded telephone messages for commercial, business, or advertising purposes to Connecticut telephone customers if the call continues after the customer hangs up.

Establishes a fine of up to $1,000 for violations of the unsolicited recorded message prohibition.

Makes it a Class A misdemeanor to violate the unsolicited message rules while intentionally using a blocking device or service to circumvent caller identification services.

Effective October 1, 2018.
