Requires the Commissioner of Children and Families and the director of the Juvenile and Family Services Division of the Judicial Branch to jointly submit a closure plan for the Connecticut Juvenile Training School to the General Assembly by June 1, 2018.

Plan must identify the date when intake of youth at the facility ceased and the planned date of final closure.

Plan must describe the process for transferring youth from the school to alternative placements and identify all alternative placement options to be utilized.

Plan must outline planned alternative uses for the Connecticut Juvenile Training School building and grounds following permanent closure.

Takes effect upon passage.
