Establishes a working group to study civil and criminal procedure laws in Connecticut, with focus on reviewing titles 52 and 54 of the general statutes.

Working group membership consists of 7 members appointed by legislative leaders: Speaker of the House, President Pro Tempore of the Senate, Republican President Pro Tempore of the Senate, Majority Leader of the House, Majority Leader of the Senate, Minority Leader of the House, and Minority Leader of the Senate.

Working group must submit a report with findings and recommendations to the joint standing committee on judiciary no later than January 1, 2019.

Working group terminates upon submission of the report or January 1, 2019, whichever is later.

Takes effect upon passage.
