Amends section 4-67n of the general statutes effective October 1, 2018 to establish procedures for state agencies collecting data by ethnic subgroup.

Requires state agencies seeking to collect ethnic subgroup data to provide written notification to the Secretary of the Office of Policy and Management describing the public policy or need to be achieved, with notification made publicly available on the agency's website.

Restricts ethnic subgroup data collection to only those instances required by federal law or necessary for state agencies to provide program benefits to underserved eligible populations.

Prohibits state agencies from collecting, accessing, linking, analyzing or sharing individual data for any purpose that could result in discrimination, detention, interdiction or disparate treatment based solely on racial or ethnic status.

Directs the Secretary of the Office of Policy and Management to develop a secure information technology solution for linking data across executive agencies and to implement a comprehensive data security and safeguarding plan.
