Extends the statute of limitations for actions against architects, professional engineers, and land surveyors from 7 years to 10 years after substantial completion when a latent deficiency is discovered during the seventh year.

Defines "latent deficiency" as a deficiency not apparent by reasonable inspection and allows a three-year period to bring action after discovery of such deficiency.

Permits actions based on written warranties, guarantees, tolling agreements, or wilful misconduct to proceed beyond the standard limitation periods.

Maintains the existing seven-year limitation for most construction-related deficiency claims and eight-year maximum for injuries discovered in the seventh year.

Takes effect October 1, 2018 and amends Connecticut General Statutes Section 52-584a.
