Adds the Victim Advocate and chairperson of the Trafficking in Persons Council to the Criminal Justice Policy Advisory Commission membership (effective October 1, 2018).

Expands the Trafficking in Persons Council from 18 to 21+ members, including a judge, state's attorney, and public defender, plus increases public member appointments from 10 to 12 with specific representation requirements (effective October 1, 2018).

Requires the Trafficking in Persons Council to develop and implement mandatory human trafficking training programs by July 1, 2019, for healthcare providers, educators, law enforcement, judges, attorneys, transportation workers, and hotel staff, with initial completion by January 1, 2020 and refresher training every three years (effective July 1, 2019).

Mandates that hotel, motel, and lodging operators verify guest identity using a valid government-issued photo ID before providing accommodations (effective October 1, 2018).

Amends trafficking in persons statute to change sex trafficking definition from "for a fee" to "in exchange for anything of value" and classifies sex trafficking as a Class A felony (effective July 1, 2018).
