Validates Connecticut Green Bank's December 2017 equipment lease-purchase agreement for solar installation at Connecticut State Colleges and Universities, permitting the obligation to be secured by a special capital reserve fund even if approvals are obtained after issuance.

Authorizes grant-in-aid payments of $89,906.50 to the City of Derby for the Atlantic Field Project and $464,289 to the Town of Darien for dredging Gorham Pond, fish ladder installation, and dam repairs.

Removes restrictions on parents or guardians serving on school governance councils based on their status as public officials, allowing any parent or guardian of a student to be elected to council positions.

Extends through June 30, 2020 (previously June 30, 2018) the provision allowing teachers with 34+ years of credited service in alliance districts to be reemployed and receive up to 45 percent of maximum salary without reimbursement requirements.
