Establishes an online public registry of persons convicted of murder (violations of sections 53a-54a, 53a-54b, 53a-54c, 53a-54d, 53a-55, or 53a-55a) to be maintained by the Department of Emergency Services and Public Protection, effective October 1, 2018.

Requires persons convicted of murder or found not guilty by reason of mental disease or defect who are released into the community on or after January 1, 2019 to register their name, identifying factors, criminal history, address, and email within 14 days and maintain registration for life.

Mandates registrants to personally appear at their local police department annually to verify and update registration information, with failure to comply constituting a class D felony.

Registry information shall be accessible to the public through a secure internet website and include the offender's name, physical description, residence address, conviction date, offense description, and photograph.

Prohibits persons required to register under this act from changing their name unless they notify the Commissioner beforehand and swear the name change is not to avoid criminal consequences; courts must notify the Commissioner of any name change orders.
