Proposes a constitutional amendment to allow the General Assembly to provide early voting opportunities in person during the 14 days prior to election day

Permits early voting for a minimum of 8 hours on each day for not less than 2 days and not more than 5 days before the election in voters' home cities or towns

Maintains existing absentee voting provisions for qualified voters unable to appear on election day due to absence, sickness, disability, or religious reasons

Amends election procedures to remove specific timelines for delivering vote lists to town clerks and the Secretary of State while maintaining the requirement for open vote counting

Directs the proposed amendment be presented to voters at the November 6, 2018 general election with the ballot designation asking whether Connecticut should "allow the General Assembly to provide opportunities for early voting in person"
