Establishes that House rules for the 2018 reconvened session shall be the same as the 2018 regular session rules, with specified amendments and additions.

Modifies Rule 10 to require the clerk to keep a journal recording each day's House proceedings.

Modifies Rule 11 to require the clerk to maintain a calendar of gubernatorial vetoes and bills/joint resolutions received from the Senate.

Modifies Rule 21 to establish the order of business as: communications from Governor and Secretary of State, introduction of resolutions, calendar business, and Senate business.

Adds Rule 48 restricting resolutions to those expressing sympathy for deceased legislators or family members, or those pertaining to reconvened session rules, journal printing, and session expenses.
