Requires broadband internet service providers (fixed and mobile) to register annually with the Public Utilities Regulatory Authority and pay a $5,000 annual registration fee beginning January 1, 2019.

Mandates internet service providers to publicly disclose accurate information about network management practices, performance, and commercial terms so customers can verify compliance with net neutrality requirements.

Prohibits internet service providers from blocking lawful content, applications, or services; impairing or degrading lawful internet traffic based on content type; or engaging in paid prioritization, subject to reasonable network management exceptions.

Prevents internet service providers from interfering with end users' ability to access lawful content or devices of their choice, or from disadvantaging edge providers' ability to deliver content to customers.

Authorizes the Public Utilities Regulatory Authority to receive complaints, investigate violations, conduct hearings, and levy civil penalties against service providers that fail to comply with net neutrality principles; exempts emergency communications, law enforcement, and copyright enforcement activities.
