Establishes eligibility for "eligible students without legal immigration status" who are in-state tuition students, age 30 or younger as of June 15, 2012, arrived in the U.S. at age 16 or younger, and have continuously resided in the U.S. since arrival with no felony convictions.

Creates a separate category for "eligible veterans without legal immigration status" with similar age and residency requirements but requiring arrival at age 15 or younger and honorable discharge from U.S. armed forces.

Permits eligible veterans without legal immigration status to immediately apply for institutional financial aid at public institutions of higher education upon filing an affidavit stating they have filed or will file an application to legalize immigration status.

Extends institutional financial aid eligibility to eligible students without legal immigration status beginning January 1, 2020, or upon passage of a federal act providing a pathway to citizenship, whichever occurs first, under the same affidavit requirement.

Requires the Board of Regents for Higher Education and University of Connecticut Board of Trustees to establish procedures and develop forms for applicants by July 1, 2018, and permits adoption of necessary policies to implement the program.
