Establishes new greenhouse gas emission reduction targets: 45% below 2001 levels by January 1, 2030, and 80% below 2001 levels by January 1, 2050 (in addition to existing 10% below 1990 levels by January 1, 2020).

Requires the University of Connecticut Marine Sciences Division to publish updated sea level change scenarios at least once every ten years, with the Department of Energy and Environmental Protection publishing the official scenario after public hearings.

Updates municipal planning requirements to incorporate the most recent sea level change scenario and greenhouse gas reduction goals when preparing comprehensive plans, evacuation plans, and hazard mitigation plans.

Revises the Integrated Resources Plan and Comprehensive Energy Strategy to explicitly incorporate the state's greenhouse gas reduction goals and ensure energy procurement decisions are made in the most cost-effective manner while meeting environmental standards.

Expands flood-proofing requirements for properties in coastal areas to include at least two additional feet of freeboard above base flood levels plus additional freeboard to account for sea level change scenarios.
