Extends the Milo Sheff transportation grant program indefinitely at $2,000 per child transported, rather than limiting it to fiscal years 2011-2017.

Redefines "base grant amount" for equalization aid to account for fiscal year 2018 grants and reductions made during that year, effective July 1, 2018, and establishes new base grant amounts for fiscal year 2019 and thereafter.

Modifies equalization aid grants for fiscal years 2018-2027 for towns with equalized net grand list per capita below $200,000 or designated as alliance districts, with varying percentages and phase-in schedules.

Restricts adult education grant eligibility to towns with equalized net grand list per capita below $200,000 or designated as alliance districts, effective July 1, 2018.

Sets charter school per-student payments at $11,250 for fiscal year 2019 and thereafter, conditional on available appropriations.
